Forbes announced its top 20 most miserable cities list and Miami tops them all at number one. The list is based on unemployment, inflation, foreclosures, crime statistics and tax percentages. Non quantifiable things such as weather, average commute times, and quality of local sports teams are factors a well. One of the big reasons Miami was named one is its still falling home prices. While Florida was saddled with the number one spot California has the distinction of having the most cities on the list with Sacramento, Stockton, Merced, Bakersfield, Valejo, and Modesto totaling six out of 20 cities. The highlight is that Stockton was the leader last year at number one fell to 11 this year.
