Secretary of State Hillary Clinton signed a report to congress declaring the Haqqani Network inside of Pakistan a terrorist group, something most have said for a long time.
Clinton said the U.S. will continue a "robust campaign of diplomatic, military, and intelligence pressure on the network, demonstrating the United States' resolve to degrade the organization's ability to execute violent attacks."
The move though will have a negative impact on Afghan, Pakistan-US diplomatic efforts and peace talks because Pakistan does not list the group as a terrorist organization.
Congress had given Secretary Clinton to decide. The group has long been suspected of helping Al Qaeda in Pakistan and carrying out kidnappings.
